In June 2014, Dr. Lloyd Fraser retired as a professor of Continuing Education, having served in the College of Continuing Education (now the Faculty of Open Learning and Career Development) and its predecessor units since 1981. He taught negotiation and conflict management at the College of Continuing Education in partnership with the Schulich School of Law. As a mature student, Lloyd completed his doctorate in adult education at the University of Toronto in 2001.

During his 12 years as a Senate officer, Dr. Fraser served Senate in many roles and on various committees throughout the university and provided active and diligent oversight of many academic matters that came before the Senate. One of Dr. Fraser’s last Senate tasks was to oversee the revision and modernization of the Senate constitution and the Senate standing committee terms of reference. It was no easy task, and his negotiation skills were a welcome asset.

The list of Dr. Fraser’s Senate achievements is long, and he clearly demonstrated extraordinary leadership as a senator and Senate officer, resulting in substantial benefit to the Senate of HÂþ» and the university at large. When the Senate Planning and Governance Committee discussed the concept of an award in 2017, the decision to name the award after Dr. Fraser was unanimous.

  1. Recipients may be elected or appointed Senate members of academic units, student members or members of standing committees of Senate. Officers of Senate will not normally be eligible for the award; leadership is an expectation of these positions. The award is intended to complement, not duplicate, the Faculty’s awards for outstanding teaching and research.
  2. The Lloyd Fraser Award for Outstanding Senate Leadership will be awarded only when there is a deserving individual (or group) identified by the Officers of Senate. There is no expectation that an award will be made annually, nor that only a single award may be made each year.
  3. Responsibility for establishing what constitutes outstanding leadership, nominating individuals for consideration and making the award itself will rest with the Senate Officers. The possibility of bestowing an award will be placed on the agenda of an Officers’ meeting in the early winter of each year. Decisions will be made by consensus of the Officers.
  4. The award will consist of an engraved plaque to be given to the recipient at a Senate meeting. In addition, a list containing the names of all past recipients will be maintained on the Senate website.
  5. These terms of reference will be reviewed every three years.
